It doesn't say who votes for the Coaching Director, but I would hope they intended the coaches to vote:
"Coach Director. The Coach Director shall be elected from among members of the USAT Coaching Science Committee. Those eligible from the Coaching Science Committee include the Chair of the committee. The USAT Coaching Science Committee should consist of a minimum of 15 eligible National Coaches and a maximum of 21 eligible National Coaches. Eligible National Coaches are those coaches who have succeeded in producing athletes who have, as a minimum, won a medal at the USAT National Championships within the past 4 years. Members of the USAT Coaching Science Committee will be appointed by the USAT CEO and confirmed by the USAT Board of Directors as having met the eligibility criteria to be a member of the Coaching Science Committee."
This would work better if the CEO took applications and vetted the apps instead of allowing the CEO to appoint.

The biggest problem with the proposed bylaw changes - there are only a handful of people who will read it and a 1000 times more who will complain when things are approved because they didn't read it. And while you are at it, renew your memberships so you can vote.

Yesterday i wrote a long item on the club director position. As usual it got a little long and all you might have dug into were the conflicts between the verbage of Section 5.1 and 5.2 and Section 7.
What they probably should have done was a synposis that said, this is what we want to do, pass the general concept and hire someone to write it. Since it is all proposals, I assume they did not intend any of this as a final product. If it were, the easier way that this should be done is to state the old bylaw, copy and paste and then strike out the verbage that you don't want and insert what you do want.
They are proposing 3 club owner directors. Initially two will have 6 year terms and one will have a four year term. The club owner director will vote for the club which must have 25 members in order to have a vote at the next election.
"Those USAT members who are currently registered as Club Owners, and who meet the requirement of having a minimum of 25 registered members with the USAT at least 60 days prior to the date of the elections will be eligible to vote for the Club Owner representatives on the USAT BOD."
I assume they are referring to the Club Member Section 5.1 and not the Club Owner as there is no such thing in Section 5.1 as a Club Owner Member. I assume also they are planning on correcting this and making it a possible designation as most club owners are coaches or referees or athletes or all three.
Anyway:
1. Let's start with the requirement of 25 members.
a. Clubs are January to December member
b. People are on rolling membership
c. Where are you going to count the 25 - Jan? Dec? 60 days before the election?
d. What happens if someone you are counting on for that 25 member allows their membership to lapse as it expires right at the deadline, you lose, even though you might have had 25 members the other 364 days of the year.
Answer - put people and clubs on same schedule - Jan to Dec - rolling did little for membership except to allow David more latitude in lying about the membership numbers.
1. a. The 25 member limit gives larger clubs no incentive to register more than 25. Why bother? No reason to do so.
Answer - stairstep number of votes per club 25=1 26-75=2 votes 76-150=3 something like that.
1.b. They did not designate what kind of members count. So anyone who is close or really really wants to win will buy Supporter memberships because they are cheaper.
1.c. Using a quota on members will increase membership every 2nd year - election years. Initially it will help 2013 but then next election will be 4 years later - so no need to keep those 25 for 2014 and 2015. Bring them back 2016 and election 2017.
1. d. Quotas also encourage graveyard ballots. Don't have 25? No problem, register a few dead people. USTU had quite a few of those as well as duplicates, invisible people, phonebook registrations etc...
Answer - verifiable home address etc... and club owners can't register them all on their personal credit card. This one is difficult.
2. Club Owners.
a. Do Club Owners who own multiple clubs get only 1 vote? The they lose the votes for their other schools?
b. As indicated there is no provision for a Club Owner to vote the other schools, so why bother to register them. See issue with why bother to register more than 25 members?
c. If other clubs allowed to vote - who and how is it determined who gets to vote that vote? Will you end up with a Coach having to register as a club owner, but they aren't a club owner....
Answer: Each club that has 25 USAT member will have a meeting once a year to designate their voting delegate. In most cases this will be the Club Owner. It also has the added benefit of allowing members who might otherwise not have a vote to have some say in their representation.
Sun Jan 27 Meeting

USA Taekwondo’s (USAT) Transitional Board of Directors has called for a Board of Directors meeting by conference call on Sunday, Jan. 27, 2013 at 10:00 a.m. PST/1:00 p.m. EST. The agenda for the meeting is as follows:
- Roll Call
- Governance Structure/New Bylaws
- New Business
- Adjourn
Per Section 7.23 of USAT’s Bylaws, “meetings of the Board of Directors shall be open to USAT members as observers.” In compliance with this requirement, interested individuals may observe the open portion of the meeting by calling (866) 590-5055 with access code 9760372. However, please note that pending a motion by the Board, parts of this meeting may be conducted in executive session to discuss “sensitive” matters.
